John T. Brugger, Jr. was born in Philadelphia, the son of architect John T. Brugger. The younger Brugger studied architecture at Yale University, completing a B.F.A. in 1940 after earning a B.A. in 1937. Brugger returned to Philadelphia that year and joined his father's practice; he was his partner at the time of his father's retirement in 1950. Brugger then joined the office of Harbeson, Hough, Livingston & Larson as a participating associate. In 1958, he established his own architectural office, which was located in King of Prussia, PA by 1963. David Dean Freeman became his partner that year. Brugger & Freeman was succeeded in 1969 by Yerkes, Brugger & Freeman, reflecting the partnership of civil engineers John B. Yerkes and John B. Yerkes, Jr.
Brugger was a member of the national AIA and of the Philadelphia Chapter after 1968. He served as a captain in the U. S. Navy in World War II.
