Born in Marysville, PA, Joseph L. Steele received his architectural education at the University of Pennsylvania, where he graduated with a Certificate of Proficiency in 1927. He had already held a position as draftsman with B. E. Starr (1923-1925), but after his University experience he entered the office of Lawrie & Green (1928-1931). From 1932 to 1926 he worked for the State of Pennsylvania and in 1937 established his own firm, with offices in Harrisburg, PA.
