Born in Blytheville, AK, to John Paul and Atchie (Alexander) Wilhelm, Paul A. Wilhelm attended Little Rock Junior College, earning an associate's degree in English in 1936 before studying architecture at Washington University, where he earned a B. Arch. in 1939 and an M.Arch. in 1940. In 1945 he took a specialcourse in city and regional post war planning at the University of Pennsylvania.

He began his career in the St. Louis office of Austin E. Fitch as a designer and draftsman while still a student, working there in 1938-1940, and for Johnson & Maack in 1940-1941. After World War II Wilhelm came to Philadelphia, joining the firm of Wigham & Tilden in 1945 and remaining there until 1947. He became store architect, and later director of store planning for the John Wanamaker department store, 1949-1954; operated his own firm, part time, beginning in 1947; and became Assistant Director of Commerce, City of Philadelphia, 1954-.

Member of national AIA and Philadelphia Chapter.
