Son of the Rev. Dr. William and Katherine (Parry) Roberts, Frank C. Roberts was born in New York and graduated from Princeton University with his degree in civil engineering in 1883. By 1884 he had found employment as a civil engineer with Cooper, Hewitt & Co. at the Trenton Iron Works, but in 1886 he moved to Philadelphia to accept work with Gordon, Strobel & Laureau. By March, 1888 he had opened his own office in Philadelphia.

According to his Philadelphia Inquirer obituary, Roberts "designed 75 iron and steel plants, including more than 100 blast furnaces for such firms as the Jones and Laughlin Steel Co. in Pittsburgh." He and his firm Frank C. Roberts & Co. often associated with E. V. Seeler on the large office buildings which Seeler designed for Philadelphia, including the Curtis Publishing Co., the Public Ledger Building and the Bulletin Building.

Roberts maintained a cordial relationship with Princeton University, receiving a Master of Arts in 1908 and an honorary degress of Doctor of Engineering in 1924. He was a member of the board of directors ofthe Real Estate Trust Co. for 35 years and for the Pennsylvania Sugar Co. for 30 years. He also served as president ofthe Board of Trustees for the Bryn Mawr Presbyterian Church. His professional memberships included: the American Society of Civil Engineers, American Institute of Mining and Metallurgical Engineers, and British Iron and Steel Institute. He also belonged to the Phi Beta Kappa Society, the Union League, the Princeton Club of Philadelphia, and the Ausable Club of St. Huberts, New York.
