Paul U. Koch was born in Birdsboro, PA, but established his architectural office in Reading, PA, after receiving his education in architecture at Pennsylvania State College (B.S. 1933). He worked as an architect for the National Park Service from 1934-1941, as a draftsman in the Architectural Unit of the Pennsylvania Highways Department from 1941-1945, as an architect for Muhlenberg Brothers, 1945-1947, before establishing his own office in 1947.
In 1947 Koch worked as an instructor at Kutztown State Teachers College.
