Louis R. Walters appears in the Philadelphia city directories from 1891 to 1893 as Assistant United States Treasurer, with an office in the Custom House; however, in 1893 the Philadelphia Real Estate Record and Builders Guide (PRERBG) notes that William Lewis Plack has joined this same Walters, now a civil engineer, in an office at 1414 South Penn Square; and the firm of Walters & Plack appears in the Philadelphia city directories in 1894. From 1895 to 1897 Walters returns to his occupation of treasurer, with an office in the Manhattan Life Building. Throughout his listings in the city directories, Walters resides in Phoenixville, PA.
