Treat Arnold was born in Fort Leavenworth, KS, and received his undergraduate degree from Williams College in 1950. He came to Philadelphia to attend the University of Pennsylvania, where he earned his B.Arch in 1957 while G. Holmes Perkins was dean, and where he first met his future partner Robert Bishop who taught there between 1952 and 1960. Arnold travelled to Japan two years after his graduation from Penn on a Fulbright residence fellowship. He joined the firm of Montgomery & Bishop in 1962. He was secretary of the Philadelphia Chapter of the AIA in 1970, and moved to New Hampshire in 1971. His current practice is with Banwell White Arnold Hemberger + Partners, Inc. of Lebanon.
Arnold was president of the Montgomery County Historical Foundation from 1968 to 1970, and a member of the Montgomery County Bicentennial Committee. After his move, he served as president of the New Hampshire Chapter of the AIA in 1971, and also in 1980-1981. He served on the Lebanon, NH planning board between 1987 and 1999, and on the Lebanon Historic District Commission from 1994.
