Born in Lancaster, PA, Richard Henry Kline gained his early education at Franklin and Marshall College (1911-14) before arriving in Philadelphia to attend the University of Pennsylvania's program in architecture. He ggained his B.S. in Architecture there by attending in two stints, 1914-1917 and 1922-1923. Following graduation he was employed as a draftsman for Alexander F. Smith in Reading, PA, and remained with Smith until 1936. From 1936 to 1939 Kline worked as the Supervising Architect for the Pennsylvania Department of Public Instruction, and from 1939 to 1952 he worked with the U.S. Public Housing Commission. He then moved back to Philadelphia, where he worked with Wigham & Tilden from 1951-1954. In 1954 he organized his own office, basing himself in Narberth, PA.
