Born in Salem, NJ, Richard C. Ballinger came to Philadelphia in 1868 and first appears in the Philadelphia city directories in 1872 as a bricklayer. By 1883 he is listed as a builder and by 1889 has launched his own building and contracting firm R. C. Ballinger & Co. with F. Douglass Heckman and Frederick J. Amweg. Richard C. Ballinger continues to appear in the Philadelphia city directories through 1929, and the R. C. Ballinger firm continues beyond that time.
