A member of the Board of Engineers for the Delaware River Bridge Joint Commission, Laurence Ball was born in New York City to Louis A. and Laura M. (Adams) Ball. He attended the Teachers College in New York City from 1890 to 1896 and then the College of the City of New York from 1896 to 1900. By 1911 he had established himself as a consulting engineer specializing in the design of steel work for buildings and bridges.
