O. E. Mertz was born in Villanova, PA, the son of the Rev. John W. and Thekla F. (Schmidt) Mertz. He attended public schools and Temple University before graduating from the Pennsylvania Museum and School of Industrial Art and continuing his study abroad. Who's Who in Philadelphia (1927) described him as a "Designer of furniture and furnishings and interior architectural work . . . "
In the Winter 1936 issue of Pennsylvania Arts and Sciences Mertz's advertisement (p. 129) notes that he is a member of the American Institute of Decorators. At that time he maintained an office at 260 South 18th Street in Philadelphia. Mertz was also a Charter member, American Institute of Interior Decorators, Pennsylvania Chapter
