Nicholas J. Fiore was born in Altoona, PA, and studied architecture at Pennsylvania State College, completing a B. S. Arch. in 1944. After completing his degree, he briefly worked in Philadelphia as a designer for George Neff before returning to Altoona to join the firm of Hunter, Caldwell & Campbell for a short period. Between 1946 and 1954, Fiore worked in Harrisburg, PA, first with Lawrie & Green and then with Clayton J. Lappley. He also worked in partnership with Edward D. Lenker in this period. Fiore returned to Altoona and the employ of Hunter, Caldwell & Campbell in 1954. In 1956, Fiore established his own firm in Altoona.

Fiore joined the national AIA in 1948, and was a member of the Central Pennsylvania Chapter. He was also a member of the zoning board of appeals in Altoona from 1957 until 1961, chairing that body in 1960-1961 and in 1965-1967.
