Charles S. Hough was born in Norristown, PA, the son of architect William Jarrett Hallowell Hough and brother of architect William Jarrett Hallowell Hough, Jr.. Charles Hough graduated from George School in 1944, and then served for two years in the U.S. Navy, where he met his future partner John F. Hayes. Hough's post-secondary education came at Swarthmore College and then the University of Pennsylvania, where he earned a B. A. in Art History in 1948, followed by a B. Arch. in 1950 and earning the Arthur Spayd Brooke Aware, along with the Pennsylvania Society of Architects Award.
After finishing at Penn, Hough joined his father's firm, Harbeson, Hough, Livingston & Larson, and remained there until 1960, with a one-year hiatus in 1952-1953. In this period, Hough traveled to Europe on a Theophilus Parsons Chandler Fellowship, working for the Swedish firm of Backstrom & Reinius in Stockholm for eight months.
In 1960, Hough formed a partnership with John Hayes in Philadelphia. Hayes & Hough continued until 1995
Hough joined the national AIA in 1960 and held membership in the Philadelphia Chapter. He became an emeritus member in 1995.
