Born in Philadelphia, PA to Eugene J. and Julia V. Fitzgerald Burke, Joseph L. Burke attended Kent State University in 1943 before his education was interrupted by military service in World War II. After the war, Burke went on to complete a B. Arch. at the University of Pennsylvania in 1950. After completing his degree, he worked as a draftsman for Joseph Wigmore and then was chief draftsman for Oskar Stonorov. In 1954, Burke and L. Charles Scipione formed Burke & Scipione, which continued until 1962. Between 1958 and 1960, Charles F. Wise was also a partner in the firm (Wise, Burke & Scipione). Burke established his own firm in Swarthmore, PA thereafter. Burke joined the national AIA in 1958 and was a member of the Philadelphia Chapter until 1965.
