John Rutkowski, Jr. was born in Chester, PA, the son of John Rutkowski, and graduated from Chester High School. He served in the Navy in the closing months of World War II and attended Villanova College before enrolling in the University of Pennsylvania, where he completed a B.Arch. in 1952. Rutkowski spent virtually all of his career working for Vincent Kling, whose office he joined in 1954, although according to his obituary in the Philadelphia Inquirer, he worked briefly in unidentified firms in Wilmington, DE, and Harrisburg before coming to Kling. Rutkowski had been made a participating associate in Vincent G. Kling & Associates by 1970. At the time of his retirement in 1991, Rutkowski was a managing principal and senior partner with Kling-Lindquist.

Rutkowski joined the national AIA in 1968, and was a member of Philadelphia Chapter.
