Philadelphia native Joseph Miller Blew, Jr. was the son of architect Joseph M. Blew and Selena McMahon Blew, and graduated from West Philadelphia High School before receiving his architectural education at the University of Pennsylvania (B.Arch., 1931; M.A., 1932). He distinguished himself as a student, earning senior honors and a bronze medal in the Arthur Spayd Brooke Memorial Prize in 1931 and the T. P. Chandler Fellowship for 1931/32. By 1940 he was partner in the firm established by his father, J. M. Blew & Son, with offices in Media, PA. Blew was a member of the national AIA, and of the Philadelphia Chapter through 1967, when he closed his architectural office. He was, however, employed by the Pennsylvania General State Authority after that date.
