Philadelphia native Arthur B. White received his architectural training at the University of Pennsylvania, earning a B.Arch. in 1940 and an M.Arch. in 1941. While a student, he distinguished himself with multiple awards, including the Thornton Oakley, Paul P. Cret, Faculty, and Beaux-Arts medals as well as medals for individual projects; he earned a Beaux-Arts Institute of Design Silver Medal in 1940-41 and held the T. P. Chandler Fellowship for graduate study that same year.

After serving as a Lieutenant in the U. S. Navy during World War II, White joined the Los Angeles office of Kistner, Curtis and Wright in 1946 as chief designer. He returned to Philadelphia and taught as an Instructor in Design at his alma mater between 1947 and 1950. He established his own firm in 1948-1952, and in 1955, joined forces with Clifford Garner; their firm became Garner & White Associates in 1966.

White joined the national AIA in 1954 and was named a fellow in 1969. He was an active member of the Philadelphia Chapter, serving as treasurer in 1962-1963 and as a director in 1964-1965. He was a member of AIA's licensing & internship committee between 1968 and 1970.
