Paul H. Scherr was born in Philadelphia, the son of architect Louis Valentine and Ethel Scherr, and graduated from Northeast High School in the city before studying architecture at the University of Pennsylvania. He earned a B. Arch. degree in 1932. After leaving Penn, Scherr found employment with the U. S. Government, working on the national coastal geodetic survey, and then was employed in several Philadelphia architectural offices. During World War II, Scherr worked in Washington, D. C. for the War Production Board. Scherr returned to Philadelphia after the war, establishing his own architectural practice. He later moved his office to Glenside, PA.
Scherr joined the national AIA in 1945 and was a member of the Philadelphia Chapter. During the 1970s he served on the Abington Township (Montgomery County) Zoning Hearing Board.
