Born in Philadelphia and educated at the T-Square Club Atelier (1929-1935), Joseph Wigmore, Jr. continued to Harvard University (1933-1934) and the Ecole des Beaux-Arts at Fountainbleau, France (1935-1936). Wigmore began his training as a draftman in 1925 and spent time as a draftsman for the M.E. Church Bureau of Architecture and as a designer for the Philadelphia Board of Education, where he was supervised by Stanley Yocum. When he returned to Philadelphia from France, he entered Karcher & Smith (1937-1938) as a draftsman, but by 1939 was operating as chief designer for Verus T. Ritter and later for Sydney E. Martin (1946-1949). By 1945, however, although he was associated with Davis, Dunlap & Carver, he was also soliciting some projects independently and by 1948 he had established MacKenzie & Wigmore, a firm which endured to 1950.
Wigmore also built a career as an architectural educator by teaching architectural design in the Drexel Institute Evening School.
