Theodore T. Bartley (Jr.) was born in Philadelphia, the son of Theodore T. Bartley, and grew up in Drexel Hill, PA. He attended nearby Upper Darby High School and the Carnegie Institute of Technology before enrolling in the University of Pennsylvania's architecture program. He excelled as a student, winning a number of scholarships and prizes, including the Paul Philippe Cret medal and the Henry Gillette Woodman Scholarship, both earned in 1959-1960. Bartley completed a B. Arch. with honors in 1961.
After graduation, he entered the office of Martin, Stewart, Noble & Class to work on the Meyerson Hall project at the University of Pennsylvania; a new building for the Graduate School of Fine Arts had been the subject of his architecture thesis. He became a named partner in the firm's later incarnation, Bartley, Long, Mirenda, Reynolds & Noble, in 1969. At the time of his death the firm had become Bartley, Bronstein, Long, Mirenda after the addition of partner Edwin Bronstein and the departure of Ralph Jerome Reynolds, who had begun working at Martin, Stewart, Noble & Class at approximately the same time as Bartley.
Bartley joined the national AIA in 1965 and was later named a fellow. He was a member of the Architectural Advisory Committee of the Philadelphia Historical Commission from 1975 until 1987, and was on the board of Philadelphia's Academy of Vocal Arts and the Foundation for Architecture.
