William Chance was raised in Ocean City, NJ and earned a diploma in architectural engineering from the Beaux-Arts Institute of Design in Philadelphia before World War II. He served in the Navy during the war. He formed a partnership with Bruce C. Wenner at an unknown date prior to Wenner's death in 1947. After Wenner's death, Chance continued the practice under the name of William C. Chance & Associates, with an office in Fort Washington, PA. Harold E. Wagoner was associated with the firm in its early period. Chance joined the national AIA in 1945, and was a member of the Philadelphia Chapter. He was named to emeritus status in 1969.
