Little is known of the personal life of F. Russell Stuckert, the son of architect J. Franklin Stuckert, although project references found in the Philadelphia Real Estate Record and Builders Guide indicate a long and successful architectural career. Stuckert began his architectural studies in 1890, according to membership records maintained in the American Institute of Architects Archives, and entered his father's office in 1895, revising the name to J. F. Stuckert & Son. Although he had practical experience in the field, Stuckert sought further study at the Drexel Institute, receiving his Certificate in Building Construction in 1904. By 1906 he was practicing independently of his father and in 1910 was joined by Maurice M. Sloan of Scranton, PA, in the partnership of Stuckert & Sloan. In 1915 the office changed its name to Stuckert & Co. and remained as such through 1930. In that year the Philadelphia Real Estate Record and Builders Guide cited an address in New York for the office, and New York City directories reveal that Russell maintained his office there from 1930 to 1935.

Stuckert profited from his father's experience in designing Horn & Hardart restaurants, expanding his projects to include Bickford Lunch restaurants and ice cream parlors for the Crane Ice Cream Company.
