Born in Philadelphia to architect Valentine B. Lee and Mary L. Lee, Valentine Burkhart Lee, Jr. graduated from Northeast High School and then attended the University of Pennsylvania, graduating in 1920 with his B.S. in Architecture. As an apprentice he worked for one of the most prominent Philadelphia architects, Wilson Eyre, for whom he did tracing and scale details. By 1920 he had embarked on a long series of office associations including detailing for John P. B. Sinkler, senior draftsman, Stewardson & Page (1921-1925); senior draftsman, Horace Trumbauer (1925-1931); senior draftsman, Zantzinger, Borie & Medary (1931-1934). From 1934 to 1937 he worked for the Procurement Division of the U.S. Treasury Department in Washington, DC, but then returned in 1938 to Philadelphia and worked for two firms: Horace Trumbauer and Charles Z. Klauder. After these brief stints, he began working for the Ballinger Co., where he remained.
