Established by cousins Elliston Perot Bissell and Robeson Lea Perot, this partnership lasted only four years. In June 1904 the Philadelphia Real Estate Record and Builders Guide announced that the co-partnership between Perot and Bissell had dissolved and that Perot, Bissell, and John P. B. Sinkler had opened individual offices in the Bailey Building.

Perot & Bissell capitalized on family connections, including Perot's first marriage to a member of the Wilmington DuPont family. Most of their work, therefore, was residential, with a sprinkling of work for Germantown Academy (which both partners had attended).
