Born in Kieve, the Ukraine, Joseph Margolis came to the United States as a child. He received his architectural education from the University of Pennsylvania, where he graduated with a B.S. in Architecture in 1921. By December, 1921 he had joined the office of H. C. DeCourcey Richards, where he remained until 1923, when he established his own firm. During World War II, Margolis worked as an Industrial Specialist for the War Production Board. In 1958 he joined the National Park Service, working for the Eastern Office of Design and Construction in Philadelphia. He retired around 1965.
Margolis joined the national AIA in 1942, and was a member of the Philadelphia Chapter.
