Frank E. Milnor appears in the Philadelphia city directories as either architect or draftsman from 1894 to 1910. Throughout that time no office address is noted for him, but it is known that he worked for Horace Trumbauer. According to Trumbauer researcher Frederick Platt, Milnor was married to Etta Weir, who was related to E. Nelson Weir, one of Trumbauer's patrons.
