Born in Žagare, Lithuania, Solomon Kaplan immigrated to Philadelphia aboard the S.S. Noordland, arriving on June 25, 1906. He took up residence with his uncle in the Northern Liberties section of the city. He had traveled alone, according to the ship manifest, from Berlin, and had some experience as a bookbinder.

The details of Kaplan's training as an architect are vague. He apparently took classes at the University of Pennsylvania in the early 1920s, but received no degree. He appears in the Philadelphia city directories from 1919 to 1960 as an architect, with at least two associations with other architects noted. He associated with David D. Weitz informally for several years and with J. Joshua Fish from 1947 to 1954. Projects noted for him in the Philadelphia Real Estate Record and Builders Guide indicate a general practice, with a number of alteration and addition commissions.

In addition to his office in Philadelphia, Kaplan maintained an architectural office in Denver, CO, for some 50 years. He became a member of the AIA in 1943.
