Born in Waterford, Ireland, Quaker-convert Thomas Holme came to America to choose a site for a city for William Penn. After arriving he made a preliminary survey and planned the older part of Philadelphia. He is chiefly known for his 1682 plan, but he was also a member of the First Assembly of Pennsylvania (1683) and was a member of the council which negotiated with Native American tribes in 1685 to establish Penn's claim to Philadelphia and surrounding land.
