Born in Kansas City, KS, to Maurice S. and Gertrude R. Perreault, M. William Perreault attended Kansas City Junior College, followed by Cornell University, the University of New Mexico and the University of Georgia, most of this while he was a member of the U.S. Navy, for whom he later served as a lecturer to the Naval Academy Class of 1952 and 1954. He gained his B. Arch from Cornell in 1951. While at Cornell he was a Charles Goodwin Sands Medalist, and in 1952 he won teh First Prize for Design in the Combat des Fleurs, Villefranche, France. Following graduation he joined the office of Harbeson, Hough, Livingston & Larson, where he remained until 1957, when he established the office of Perreault & C. Hough, Associated Architects.
Perreault's service to the United States in a military capacity began in 1943, when he was part of the U.S. Navy, but he returned to service for the Korean Conflict (1952-1952) and was a member of the U.S. Naval Air Reserve beginning in 1952.
By 1961, Perreault was the Head, Department of Education, for the American Institute of Architects.
