Frank A. Rommel was born in Philadelphia, the son of Jacob W. and Catharine L. (Bremer) Rommell. After attending the William Penn Charter School, he entered the Pennsylvania Museum and School of Industrial Art, studying there from 1885 to 1887, and subsequently entering the University of Pennsylvania, where he received his B.S. in Architecture in 1897. Rommel served as City Architect in Philadelphia from 1919 to 1923 and returned as Assistant Director of Architecture for the City in 1932. Independent projects associated with Rommel include collaborations with Victor Abel and Francis A. Gugert. During the nineteen-teens he worked consistently at what was then called German Hospital, later Lankenau Hospital. Surprisingly, he also designed the master plan and other buildings for Roanoke College in Virginia.
