For a period serving as Architect of the City of Philadelphia, Joseph A. Roletter appears in Philadelphia city directories from 1901 to 1935/36. For 1918 to 1920 he was Acting City Architect with a salary of $2100 per year. He was succeeded by John P. B. Sinkler, but returned in 1927, again as Acting City Architect.

The Philadelphia Real Estate Record and Builders Guide reported a number of City projects for Roletter, chiefly for small installations such as public comfort stations.
