Not built. Designed to house the Philadelphia Art Alliance, the Philadelphia Forum, the Philadelphia Orchestra, the Art Club, and the Curtis Institute on a site just east of the Free Library offered by the city without cost. The building was to cost $6,000,000. (White, Theo B. Philadelphia Art Alliance: Fifty Years 1915-1965. p. 54) The exterior design was intended to balance the Free Library, designed by Horace Trumbauer after a pair of buildings designed by Ange-Jacques Gabriel on the Place de la Concorde in Paris. The site was used instead for the Municipal Court Building (1938-1941), designed by John T. Windrim. Windrim's design for the exterior of the Municipal Court Building bears a close resemblance to Cret's design for the Arts Building, Trumbauer¿s Free Library, and Gabriel's Paris original.
