Congress authorized the appointment of a Commission to be composed of 12 commissioners for the purpose of considering and formulating plans for the design, construction, and location of a permanent memorial to Franklin Delano Roosevelt in Washington.

1959
PLANNING STUDY

Congress reserves site in West Potomac Park; and authorizes the Commission to hold a competition.
